Liberia: Judge Outlines Precondition To Bail Out Lucas Richards

Criminal Court “A” Judge Roosevelt Z. Willie has rejected a bail bond seeking to release Lucas Richards, an American National who reportedly attempted to kill Jessica Lloyd base.

In his ruling, Judge Willie said due to the absence of human sureties along with necessary documentation, the court cannot grant him bail.

He ruled that the defendant bail bond will not be granted until all his requirements are met including three human sureties, a Liberian with eminence besides his bond that will stand for him, and sureties’ homes will be visited by court sheriffs to know whether they are the owners of the property and bring recent photos of where they work.

Meanwhile, the Judge has mandated the defendant to surrender his passport and all travelling documents before the court, stressing that the Ne-Exit-Republica Writ will be served to the Liberia Immigration Services.

 According to him, once the defendant is qualified by producing the necessary requirement then he will be granted bail.

In addition, he will also be mandated to sign twice a week Monday and Thursday in the attendance book of the court to ensure he remains under the jurisdiction of the court.

“Let it also be stated that bail bonds will not be granted to the defendant until all of these conditions are met by him. The court having said that, these proceedings are hereby concluded forthwith and as stated, a bail bond will not be granted to the defendant/movant until all these requirements are met,” Judge Willie asserted.The defendant was arrested, charged and forwarded to court for prosecution after he reportedly slit the throat of a Liberian lady—Jessica Lloyd who is said to be his Fiancée.

Police investigation revealed that, on September 14, 2023, the suspect was arrested and charged for hitting Victim Jessica on the head with a heavy or blunt object which caused her to go unconscious, and subsequently used a sharp object (knife) to slash a portion of the victim’s throat in an attempt to Kill her.

The police charge sheet said that Suspect Richard’s double charges were based on the deep cut inflicted on the neck and back of the head of victim Lloyd which is in violation of chapter 10 and 14 respectively, sections 10.1 and 14.20 of the revised penal law of Liberia pending trial by a court of competent jurisdiction.
