Non-compliant Public Officials -LACC Brands Several Outgoing Officials
The Liberia Anti-Corruption Commission has released the names of several outgoing officials of government who are non-compliant to Section 10.1 of Liberia’s 2014 Code of Conduct to declare Assets and Personal interest.
Section 5.2 (o) of the amended and restated Liberia Anti-Corruption Commission (LACC) Act of 2022 enshrines the responsibility of the LACC in executing Liberia’s Asset Declaration and Verification Regime.
The LACC Act defines the function of the LACC for asset declaration as:
“To institute and operate the assets declaration and verification regimes of the Government of Liberia, pursuant to the Code of Conduct Act of 2014”.
Section 5.2 (o)(vi) further provides for LACC to recommend to the Legislature for enactment into law sanction(s) for breach of the Asset Declaration Guidelines.
In view of these provisions, the LACC notified all outgoing public officials to declare their existing assets, however, latest statistics from the LACC shows that a huge number of public officials refused to adhere to the law.
Who are they?
At the National Port Authority for instance, the LACC listed Nebo, Diana, Managing Director and Doe, Sam Jr. Deputy Managing Director for Operations as Non-Compliant.

Turkolon Princess Kurbo Asst. Minister Tourism Non-Compliant
Kolleh, David Bashiel Asst. Min. Technical Service Non-Compliant
Cooper-Frank Marget Asst. Min for Culture Non-Compliant
Sanoe, Jurah A Asst. Min. for Administration Non-Compliant
Thomas, Daniel Nuxe Asst. Min Media Service Non-Compliant
Kweme Weeks Director General LNA Non-Compliant
Tarwo, O. Grace Acting Assistant Minister for Media and National B Non-Compliant
At the Liberia National Police,
Liberia National Police, Inspector General of Police Sudue, Patrick T, Sackor, Melvin Deputy Inspector General/Operations Non-Compliant and Mulbah, Prince B. Deputy Inspector General for Crime Services are Non-Compliant.
Additionally, Wisseh, Abigail, Deputy Commissioner General/Operations at the Liberia Immigration Service Refused to declare.
National Disaster Agency of Liberia
Sheriff, Ahmed Deputy Executive Director for Admin and Famba, Augustine F. Deputy Executive Director for Operations are non-compliant.
Also at the Center for National Documents and Records , Lomax, Emmanuel Director General and Kamara, Kollie Deputy Director for Administration are Non-Compliant as well.
National Identification Registration
Reed, Zeze R. Deputy Executive Director for Technical Service Non-Compliant, Pyne, Marcus G. W Deputy Executive Director for Administration Non-Compliant.
Liberi Petroleum Regulatory Agency
Donmo Archie N Managing Director Non-Compliant among several others.
Against this backdrop, upon approval by the Legislature, the LACC will collaborate with the Ministry of Finance and Development Planning, Liberia Revenue Authority, Public Procurement and Concession Commission, Liberia Business Registry, National Identity Registry, and other government service providers to impose the following sanctions on Non-Compliant Officials:
- Withholding of compensation, including salaries and other bonuses;
- Refusal or denial of government services, such as business registration, tax clearance, passport renewal, national ID card renewal, among other government provided services;
- No appointment to government positions.
The LACC encourages all public officials including existing officials who have not yet declared their assets to immediately proceed to the LACC and declare. The LACC will continue to revise and publish updated listings at least weekly on our official website, as well as in the print and electronic media. This is an ongoing exercise; the list will be updated at least weekly until the entire Exit Declaration process is concluded.
